NMC Issues New PwBD Rules for MBBS Admissions

The National Medical Commission (NMC) has introduced revised assessment guidelines for candidates under the Persons with Benchmark Disabilities (PwBD) category seeking MBBS admissions through NEET UG 2026. Released roughly two weeks following the declaration of the NEET UG 2026 re-exam results, the updated regulatory framework arrives right before the launch of the centralized counseling process.
According to commission officials, the updated protocol aims to enhance transparency by shifting evaluation metrics away from fixed disability categories toward a candidate's actual functional ability. Medical boards will assess whether an applicant can acquire essential clinical competencies using reasonable accommodations throughout the medical curriculum.
Functional Ability Takes Center Stage
Under the new regulatory structure, medical assessment boards can no longer disqualify an applicant solely based on the presence or percentage of a specific disability category. Instead, evaluations must rely on objective, evidence-based individual functional assessments aligned with the Rights of Persons with Disabilities framework.
To prevent arbitrary disqualifications and enforce procedural accountability, the NMC has mandated that medical boards record written justifications whenever declaring an applicant ineligible for admission. Campus Accessibility and Support Systems
Alongside revised candidate assessment standards, the NMC directed all participating medical colleges to establish dedicated Enabling Units on their campuses. These institutional bodies will facilitate necessary academic assistance, accessibility support, and reasonable accommodations for enrolled PwBD students during their medical studies.
