Meghalaya Unveils First MSPGI School Grading Index

The government of Meghalaya has officially launched its first state-wide evaluation system, the Meghalaya School Performance Grading Index (MSPGI). Announced by Meghalaya Education Minister Lahkmen Rymbui, this landmark initiative brings all 11,443 recognized institutions across the state's 12 districts under a single, standardized grading framework.
Designed primarily as a diagnostic planning tool rather than a public contest, the MSPGI 2025-26 gives administrators precise, ground-level data to systematically elevate academic standards.
Core Pillars and Assessment Criteria of MSPGI
The state Education Department created this comprehensive Meghalaya school grading framework utilizing UDISE+ 2025-26 data. Every participating institution is evaluated against a total benchmark scale of 1,000 points.
To ensure a balanced assessment, the framework evaluates learning environments across 43 specific performance indicators grouped into five core focus areas:
- Infrastructure & Campus Facilities: Evaluating physical learning spaces, basic amenities, and safety standards.
- Accessibility & Inclusivity: Measuring how effectively students in remote areas access continuous schooling.
- Digital Education Integration: Assessing digital tools, smart classrooms, and technology-assisted learning.
- NEP 2020 Implementation: Tracking early childhood alignment and activity-based learning goals.
- Educational Quality Parameters: Monitoring classroom outcomes, teaching effectiveness, and academic growth.
Understanding the 17-Tier Performance Banding Structure
Rather than ranking institutions in a rigid ladder, the state groups schools into 17 distinct school assessment bands to highlight areas needing administrative support.
Band Classification Designated Band Name Focus & Administrative Purpose Top Performance Tier Utkarsh Highlights institutions achieving benchmark performance across all indicators. Intermediate Tiers Performance Levels Helps schools track progress while identifying specific operational gaps. Lowest Performance Tier Akanshi-10 Identifies vulnerable schools requiring maximum targeted state intervention.
Each institution receives an individualized report card displaying its overall score, performance band, and state ranking. This localized data empowers school heads, management committees, and teachers to craft actionable improvement plans tailored to their specific campus needs.
Strategic Impact on the State Education Ecosystem
By establishing this state-level school performance index, Meghalaya becomes the first state in India to adapt the Union Ministry of Education's national evaluation framework for local execution. The initiative reflects sustained educational progress in the region, where Meghalaya's national score surged from 401.62 in 2022-23 to 525.71 in 2025-26.
By providing accurate, real-time data, the new grading system allows district officials to distribute funding, infrastructure upgrades, and teacher training programs effectively without relying on broad state averages.
